Speaking at a function in May Pen, Clarendon yesterday, Bunting said some communities use the culture to provide refuge for criminals instead of turning them over to the police.
According to him, the communities must work with the police to help address the problem.
Meanwhile, given the spike in crime last month, the national security minister says the security forces will be improving their strategies to prevent the trend from continuing into the rest of the year.
More than 20 murders were recorded in January.
And Bunting says so far this year, the statistics for the month of February look a lot more encouraging.
